In the programming world, it usually identifies a programmer that has less experience than George W and boasts more than Al Gore. In other words, it's not a flattering term.
Not to be confused with hacker, which is actually considered a compliment, the term "hack" has morphed to mean a quick way to get something done, as in "7 Hacks for Smarter Travel."
